DRUG ABUSE: A MAJOR HELATH SECTOR INTERVETION

INRODUCTION

In today’s life, people make Alcohol and Smoking as their addiction, they commonly use it for removing stress, for happy moment and also for performing better in work.

India is a country which adopts many rules, laws and regulations from various countries which having both federalism as well as unitary features, can be called Quasi Federal Structure.

Like all other countries, India is also developing country with having a diverse feature as well as adopting modern culture and celebrating western culture festivals like Christmas, and other February Festive days, and also Night out party, Disco, Bar Party, etc which pulls down our Indian culture vary widely and also affect human life as well by taking alcohol, drug, with the change of the time they are using drugs as their daily need. According to World Drug Report of 2019, 35 million people were suffered from drug.

Drug has many positive as well as negative effects in human life, it cans relief or it can make feel less tired but it also destroying physical health and also causes Chronic diseases like AIDS, Heart Attack and Cancer etc., it makes people financially weak and also they have to suffer with many problems.

The one drug addicted people more likely to have a troubles at home, school, college or working places, having a mental health problems, meting up a gang who takes drug too much, this all conditions bears you drug addiction.

AFFECT OF DRUG IN INDIAN SOCIETY

Drug abuse becomes serious problem in India; it is internally linked with heinous and serious crime such as organized crimes, human trafficking, and money laundering.Drug abuse is a process of misuse of the drug in various ways; addicts are using a substance that is easily available like cough syrups, pain killer ointments, glue, colophony, paints, gasoline, and cleaning fluids. Whitener, alcohol, tobacco, hard and soft drugs are commonly being used by street and working children. Drug has causes to India vary widely in terms of Social, Economical and Mental; it makes lacks of communication, doing wrongly behaviour in society, makes people very arrogance and irritated. In India poverty is a curse because it creates various problems one of them is drug abuse, financial worries lead people towards drug abuse because of mental pressure. People are producing narcotic drugs to increase income, so the production of narcotic drugs is responsible for the misuse of drugs. There are mental causes which lead a person towards drug abuse situation of sadness, depression, and stress are common causes for drug abuse. Sometimes users are misusing drugs because of low self-respect. Nowadays academic pressure is also creating stress because of this the people are misusing drugs.

OVERCOME SOLUTIONS/ PREVENTIVE MEASURES FOR DRUG ABUSE

Article 47 of Indian constitution prohibits misuse of Drug, but people are facing same Problem of drug abuse daily. India passed many acts to prohibit illicit use of drugs, and also develop preventive measure for using a drug in a positive way, and to ensure the availability of treatment of people having a drug disorder. The NDDTC, AIIMS and other centres have involved for stopping negatively use of drug and also reduce drug demand, also treated people having a drug disorder. Nation-wide drug surveys are to be conducted on regular intervals to discover the undercurrents of substance use in India and to encourage the government to make informed decisions. The 4UN Drug Conventions which helps in securing drug abuse as well as treated people having a drug disorder, the conventions are: Convention on Narcotic Drugs, 1961; Convention on Psychotropic Substances, 1971; Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, 1988; Transnational Crime Convention, 2000.From all these major UN Nation conventions acts, the central government of India has enacted The Narcotic Drugs and Psychotropic Substances Act, 1985; and The Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988. These acts cover three broad classes of substances like: narcotic drugs, that is, those covered under the Narcotics Drug 1961 Convention; Psychotropic substances which covered under 1971 Convention as well as other Psychoactive substances such as ketamine which are not yet classified under international conventions; and controlled substances that are used to manufacture narcotic drugs or psychotropic substances, For example, precursor chemicals such as acetic anhydride, ephedrine, and pseudoephedrine.

CONCLUSION/SUGGESTION

Government of India has taken a great initiative to prevent people from illicit trafficking nation-wide network of about 350 NGOs running more than 400 Integrated Rehabilitation and Treatment (IRCA) centres, with the financial assistance of the Ministry. Drug abuse is illegal because of various reasons, so it should be prevented. We have various obligatory laws to prevent it but we are still facing the problem of drug abuse because of lack of implementation and lacunae in existing laws.
